Paul H. Savoie


During his career, Mr. Savoie has focused his energy on foreign trade. He is in his milieu when dealing with such foreign trade aspects as US or foreign government compliance, finance or transport and logistics issues. His talent for delivering profitable, comprehensive, market-sensitized services is broadly recognized. This has been accomplished, in part, through the diverse educational programs that he has created and presented. Simplifying difficult concepts in areas that are most timely for traders is his hallmark.

Mr. Savoie is a results-oriented professional who delivers because he knows the process. When US Customs initiated “OPERATION EXODUS,” he was called upon to extricate some articles that had been seized. The costly delay was quickly resolved because Mr. Savoie immediately knew the right parties to involve.

He set US Commerce Department precedent on several occasions. In one case he gained approval for the export of restricted systems to the Soviet Union. During the two-year odyssey, Mr. Savoie engaged numerous US government agencies, and then influenced the approval through the former COCOM. This accomplishment required harnessing the efforts of, US Senators and Representatives, National Security Council members, Ambassadors, and European Deputy-Ministers.

This ability caught the attention of the Center for Strategic and International Studies, (“CSIS”). This Washington, DC research group invited Mr. Savoie to participate in a review of US export controls. With leaders from the public and private sectors, he influenced the development of congressional testimony, which eventually paved the way for the recent easing of U. S. controls.

Mr. Savoie has lived and studied abroad and traveled extensively. This combined with his proficiency with Spanish and French provides beneficial cultural insights. He has capitalized on the notion that foreign trade is “different.” Now companies benefit from his comfort zone.
