Early in his career, Paul set U.S. Commerce Department precedent by gaining approval to export restricted systems to the former Soviet Union. During this two-year project, Paul engaged numerous U.S. government agencies, US Senators and Representatives, National Security Council members, Ambassadors, and European Deputy-Ministers to influence the approval. This ability caught the attention of the Center for Strategic and International Studies, (“CSIS”). This Washington, DC research group invited Mr. Savoie to participate in a review of U.S. export controls. With leaders from the public and private sectors, he influenced the development of congressional testimony, which eventually paved the way for the easing of U.S. export controls.
